They observe present conditions and report on them. Was it raining when they visited? Had it been raining for 3 days straight? Was melting snow on the roof causing an intrusion? They can't see those things either. They can't see a frayed wire in a receptacle that's going to cause a short eventually due to overheating. They can't see that the rubber seal on the toilet in the upstairs bath wasn't installed properly and is causing a slow leak that's currently penetrating the subfloor and will eventually drip into the insulation, which will become heavy over time and start to dampen the ceiling in your office. They can't see inside walls to see that there's a very slight leak in a pipe that is going to become more significant in 6 months. They see what they can see, that's their job. It's impossible for an inspector to observe every possible and future condition in a 4-6 hour visit of a building. Inspections are informational, they can't be held liable for things they didn't see.
